The Planning Commission, Government of India along with the Construction Industry has set up Construction Industry Development Council (CIDC) to initiate activities for the development of the Indian Construction Industry. Hon'ble Deputy Chairman, Planning Commission is the Patron and Dr. Uddesh Kohli is the Chairman of CIDC. The Council started functioning in full swing from August 1996 and has taken up several important projects related to several vital issues of concern.

The Planning Commission, Government of India jointly with the Indian construction industry has set up Construction Industry Development Council (CIDC) with a mandate to promote Human Resource Development, training and skill up gradation, to streamline the functioning of Indian Construction Industry, and is the Apex representative organizat ion having active participation of several Constituents of Indian Construction Industry and has evolved several procedures and facilitates inter- alia setting up of several institutions to enable Indian Construction Industry acquire the status as a vibrant global entity.

Considering the long felt need for a review of contract clauses incorporated by Government agencies in their prescribed Standard Bidding Documents for construction works, the Chairman, CIDC set up a Committee in July 1996 for standardisation and rationalisation of contract documents for domestic bidding. The committee, chaired by Shri Harish Chandra, former DG, CPWD, and Member UPSC, with senior level representation from the Ministry of Finance, all major construction departments of the Government, important PSUs and an equal number of private sector agencies, deliberated and reached a consensus and laid down 12 Core Clauses for bidding documents. Further, based on these core clauses, a model contract document was prepared and termed as “Standard General Conditions for Domestic Contracts”.

The Ministry of Statistics & Programme Implementation, Govt. of India, has approved the documents and has recommended that it should be used as a model guideline for preparing and awarding contracts for civil engineering works all over the country.

RCP is also recognised by Construction Industry Development Council of India (CIDC) – Planning Commission, Govt. of India as a ‘Partner Institution’.

The Council, for the first time in the country, provides the impetus and the organizational infrastructure to raise quality levels across the industry. This helps to secure wider appreciation of the interests of construction business by the government, industry and peer groups in society.

CIDC is a change agent to accelerate a process of self-reform that should enable the industry to answer the challenges of the future.

Human Resource Development in construction industry is one the major initiative of CIDC to streamline the functioning of Construction Industry in India & neighboring countries.

CIDC has several active associations with Academic Institutions, Universities, State Governments, and trade organizations & has been responsible for imparting vocational training & skill development programmes at Artisan, Supervisory, Engineering and Management levels.

Over last two decades, CIDC has also been responsible for designing the training programmes, training the trainers, preparing the study material, conducting training programmes, and also established Institutions. Some of these are, National Academy of construction, Hyderabad, Chhattisgarh Nirman Academy, Vishwakarma Pratham to Pancham and more.

Dr. Priya Ranjan Swarup-Director General, CIDC

Dr. Swarup, an alumni of IIT Kanpur and a Phd from Rajiv Gandhi Technical University Bhopal, is the pioneer and expert on designing building codes. In his current role as the director general of Construction Industry Development Council (CIDC) he has been responsible for conceptualizing and implementing several good practices in the industry.
